This build focuses heavily on building the settlement. In the post-apocalypse, you will have to run your own town. Maximum strength enlarges the weight you can carry items, helping you collect more items. Intelligence is important in unlocking advanced buildings, like terminals, to build electricity for high level structures like turrets. The bigger your town is, the more attractive it will be to raiders, so you need to deploy defensive mechanics in your base. If you are planning to play building, Charisma should not be missed. It will make you credible in bargaining and allows you to have a trading post where you can welcome merchants who may come with good offers.
This build is not too bad for fighting as well. 10 Strength transforms you to become an unstoppable beast in melee combat. Charisma and Intelligence will affect companion and speed of your leveling, respectively.
